Step 1: Prepare a set of the following documents

1. The application form for approval of establishment of preschool  in which necessity for establishment, proposed name and location intended for construction of the premises for child care must be clearly specified.
2. The proposal for establishment of a kindergarten, preschool. The proposal should specify total proposed capital necessary for execution of plans, provide assurance that child care, parenting and education activities will be performed in a normal manner during 03 first years of establishment and subsequent years, and give a clear explanation for feasibility and legitimacy of finances for construction and development of a kindergarten, preschool or nursery school over periods of time;

Step 2: Submit the file to the district-level People’s Committee where the preschool is to be located

Step 3: The district-level People’s Committee, within 05 working days from the date of receipt of valid applications, shall command Division of Education and Training to give their assessment opinions on conditions concerning establishment of preschool.

Step 4: The Division of Education and Training, within 15 working days, shall coordinate with relevant specialized divisions to give their assessment opinions to the Chairman of the district-level People’s Committee.

Step 5: Within 05 working days from the date of receipt of written assessment opinions from the relevant division, if all regulatory requirements have been met, Tthe Chairman of the district-level People’s Committee shall issue a decision on establishment or approval of establishment. In case of refusal, the Chairman shall send a written response in which reasons for refusal should be clearly specified.
