Procedure for application for license of international tours service
01. Conditions for application 
1. A company providing international tours for inbound tourists and outbound tourists must obtain a license for international travel service
2. A foreign-invested company is only permitted to provide international tours for foreigners to Vietnam, unless otherwise prescribed in international treaties to which Vietnam is a party

03. Procedure
Step 1: The company pay the deposit to the commercial bank where it has opened a main transactional account. The value of the deposit depends on the type of service that the company provide.
a) Travel service for foreign tourist to Vietnam: VND 250 million
b) Travel service for tourists travelling abroad: VND 500 million
c) Travel service for foreign tourist to Vietnam and for tourists travelling abroad: VND 500 million
Step 2: The company must appoint or sign labour contract with its persons who are responsible for travel service. These persons must have a college degree or higher
Step 3: Prepare a set of the following documents
1. A written request for application for license of international tours service
2. A copy of the Enterprise Registration Certificate of the company which is certified by a notary office
3. A certificate of deposit for tours service granted by a commercial bank
4. A copy of decision on appointment or labor contract between the company and the persons responsible for tours service which is certified by a notary office
5. A copy of certificate or degree of college or higher of the persons responsible for tours service which is certified by a notary office which is certified by a notary office
Step 4: Submit the file to Vietnam National Administration of Tourism (“VNAT”)
Step 5: The VNAT, within 10 days from the date of receipt of valid file, grant a license of international tours service to the company and notify the provincial Department of Culture, Sports and Tourism where the company is registered about this. In case of refusal, the VNAT must notify in writing and specify the reason therefor.
