Certificate of Satisfaction of Food Safety

01. Conditions for application

Entities must obtain a certificate of satisfaction of food safety, except for the following entities:
a) Micro food manufacturers;
b) Mobile food manufacturers and sellers;
c) Micro food processors;
d) Micro food sellers;
dd) Sellers of prepackaged foods;
e) Manufacturers and sellers of instruments and materials for wrapping and storing food;
g) Restaurants within hotels;
h) Industrial kitchens not registered as a food business;
i) Street food vendors;
k) Any food business that has one of the following certificates: GMP, HACCP, ISO 22000, IFS, BRC, FSSC 22000 or an equivalent certificate.

03. Procedure

Step 1: Chuẩn bị 01 bộ hồ sơ

a) The application form

b) The description of facilities, equipment and devices meeting food safety requirements

c) The certificate of good health or the written certification of health, granted by the health facility of district level or higher, of the establishment owner and persons directly engaging in the production or trading of foods (the copy certified by the food establishment);

d) The certificate of completion of training course in food safety or the certificate of qualification in food safety of the establishment owner and persons directly engaging in the production or trading of foods (the copy certified by the food establishment).

Step 2: Submit the file to one of the following licensing authority, depending on the scope of activities of the establishment, Department of Industry and Trading (“DOIT”), Department of Agriculture and Rural Development (“DOAR”), or Department of Health (“DOH”)

Step 3: The licensing authority shall, within 05 working days from the date of receipt of the file, assess the validity of the file. In case the file is not valid, the licensing authority must notify the applicant and request for amendment, supplementation.

Step 4: If it is required to amendment, supplementation of the file, the applicant must amend, supplement the file within 30 days from the date of notification by the licensing authority.

Step 5: If the file is valid, the licensing authority shall, within 10 working days from the date of receipt of valid file, conduct on-site assessment of the establishment and issue an assessment record.

Step 6: If the assessment record shows that the establishment does not satisfy requirements, the establishment cannot operate until receiving the certificate of food safety.

Step 7: If the assessment record shows that the establishment needs to complete, the establishment must rectify problems, make a rectify report, and pay a re-assessment fee within 60 days. Within 10 working days from the date of receipt of the rectify report, the licensing authority shall re-assess. If the establishment does not send the rectify report within such 60 days, the establishment cannot operate until receiving the certificate of food safety.

Step 8: If the assessment record or re-assessment record shows that the establishment satisfies the requirements, the licensing authority shall, within 05 working days from the date of the record, issue a certificate of satisfaction of food safety.
