Certificate of operation of printing service
01. Conditions for application 
A printing establishment must obtain a Permit for operation of printing service if it pre-presses, presses and post-presses newspapers, magazines, other press publications prescribed by the press law and anti-counterfeit stamps.

03. Procedure
Step 1: Prepare a set of the following documents
a/ An application for a printing license, made according to a set form;
b/ A certified copy of one of the papers: business registration certificate, enterprise registration certificate, investment certificate, tax registration certificate, or establishment decision, for public non-business units;
c/ A certified copy of the paper on ownership or hire-purchase of printing equipment; or a tentative list of printing equipment to be purchased, if having no printing equipment yet;
Step 2: Submit the file to
– Ministry of Information and Communication if the establishment is under management of central state agencies, or
– Provincial People’s Committee for other establishments
Step 3: The Ministry of Information and Communications or the Provincial People’s Committee shall, within 15 days from the date of receipt of valid file, issue a certificate of operation of printing service, and update information to national port of printing service, or in case of refusal, send a document clearly specifying reasons for refusal.
