Decree No. 96/2016/NĐ-CP

Step 1: Prepare a set of the following applications

1. Application form for issuance of Certificate of satisfaction of security and order conditions
2.  Valid copy of Business registration certificate; Certificate of enterprise registration; Certificate of investment registration; Certificate of operation registration of enterprise’s branch or affiliate; Certificate of registration of cooperative or cooperative union; Certificate of registration of branch or business location of cooperative or cooperative union; Operation License of competent authority of Vietnam; Certificate of registration of household business; Written approval for the establishment or operations enclosed with written notice of tax code of for-profit administrative unit;
3. Legitimate copies of documents proving the satisfaction of fire safety conditions at business locations

4. Legitimate copies of documents proving the satisfaction of fire safety conditions at warehouses
5. The curriculum vitae enclosed with the Criminal record statement or Individual declaration, of the person in charge of security and order of the business establishment
6. Other documents subject to particular business sector

Step 2: Submit the file to the Police Department for Administrative Management of Social Order at ministry-level or the Police Office for Administrative Management of Social Order at province-level.

Step 3: The authority shall examine the file. If the file is valid, it shall issue a certificate of satisfaction of security and order within 05 business days from the date of receipt of valid file. In case of refusal, it shall send a document which clearly specifies the reason for refusal.
